If layers 1โ4 are all correct and it still does not cross, you have narrowed it to a content-type or processing issue, which is a much smaller problem than "the feature is broken."
If you are trying to turn it off instead

Turning off the per-post toggle affects that post; turning off the account-level default affects future posts; neither retroactively removes anything already crossed over. Only changing the per-post toggle means you will forget once and it will resume.
The bigger question: should you cross-post at all?

But "not penalised" is a low bar, and the honest version is that mirrored content usually underperforms for a mundane reason: the formats want different things. An Instagram caption that works because the image carries the message reads as thin on Facebook, where posts carry more text. A vertical Reel with on-screen text sized for a phone gets letterboxed in a Facebook feed. Nobody blocks you; the post simply lands wrong.
